Citing concerns over the escalating political crisis in the state, Tinubu invoked Section 305 of the 1999 Constitution (as amended) to justify the emergency measures, stating that the failure of the governor and his deputy to formally request federal intervention left him with no choice but to act in the interest of stability and governance.
“In the circumstance, having soberly reflected on and evaluated the political situation in Rivers State... it has become inevitably compelling for me to declare a State of Emergency in Rivers State with effect from today, 18th March 2025,” Tinubu announced.
To ensure continuity of governance, the President has appointed Vice Admiral Ibokette Ibas (Rtd) as the Administrator of Rivers State, tasked with overseeing the affairs of the state until normalcy is restored. However, Tinubu clarified that the judiciary remains unaffected and will continue to function as mandated by the Constitution.
This bold intervention underscores the President’s commitment to maintaining law, order, and democratic stability in the oil-rich state.
