Hon. Whingan disclosed this during a courtesy visit by the newly appointed Director-General of the Nigerian French Language Village (NFLV), Prof. Samuel Kolawole Oladipupo, and the institution's management team to his residence in Ibereko, Olorunda area of Badagry.
In his address, the lawmaker emphasized his long-standing commitment to addressing the challenges faced by the French Village, noting that one of his key legislative interventions was pushing for the long-overdue enactment bill, which had failed to gain traction in previous years. According to him, the successful passage of the bill by the House marks a significant milestone in the institution’s history, as it has operated without a formal legal backing since its inception.
Hon. Whingan further revealed that he is working in close collaboration with Senator Idiat Adebule, who represents Lagos West in the Senate, to ensure the swift passage of the bill at the upper chamber. He expressed optimism that once the Senate gives its nod, both lawmakers would jointly lobby for the President’s assent to complete the legislative process.
Responding, the Director-General of the Nigerian French Language Village, Prof. Samuel Oladipupo, expressed profound appreciation for Hon. Whingan’s unwavering support and legislative advocacy on behalf of the institution. He acknowledged the lawmaker’s consistent efforts to address the institution’s needs—especially those requiring federal intervention and legislative backing.
Though new in office, Prof. Oladipupo stated that he had been fully briefed by his management team on Hon. Whingan’s numerous interventions over the years. He called on the lawmaker to continue championing the cause of the French Village, describing his efforts as vital to the institution’s growth and sustainability.
The passage of the bill by the House of Representatives is seen as a critical step toward providing the NFLV with the statutory backing needed to enhance its operations and fulfill its mandate as a center for French language education in Nigeria.
